The Collapse of the 28-Point Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the introduction of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been stabilised. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of opposing developments captured the grim essence of the current period. By day, negotiation efforts are waged: positive announcements are delivered from various governments. Significant resources is devoted on containing specific proposals. By night, the Kremlin brutally reminds the world that, for them, war remains the primary tool for achieving "peace".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting rocket firings from across the border, a capacity enabled by current data. From vantage locations, defense planes that had been deployed to intercept incoming aerial threats flew past – modern combat jets delivered to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems engaged: defensive missiles targeted at a incoming threat. This was a advanced protection mechanism at work, presumably supplied through partner states. Every launch jolts you unexpectedly, rattling buildings. The brief panic quickly transforms into sober acceptance: possibly the hostile projectile won't strike its target this time, sparing the city from catastrophe and further power outages.

Ongoing Risks

Following this, a large-caliber weapon opened up on a drone in the vicinity, part of a rapid response unit – most likely imported technology. Regrettably, the projectiles didn't strike the opposing UAV – it maintained course toward its target.

Intermittently, this carried on until dawn. Kyiv awoke to the daybreak reports: seven people killed, damage and heating outages in numerous residences as a result of the night's assault. As always, everyone still maintained normal activities – enduring hostilities. But those entire period encapsulated Ukraine's essential dependence on international aid – a dependence that European nations are clearly incapable to replace in the short term.

Unsuccessful Negotiations

The comprehensive proposal from Washington generated strong feelings, controversy and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.

Every new proposal from US leadership adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually secure success. This pattern will, no doubt, continue.

Tactical Assessments

It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. Washington functions according to a premise understood by international relations experts: you cannot secure via talks what you have failed to defend militarily. The US administration believes that it is impossible to force Russia to surrender the areas that it already controls in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not change more in its benefit in the coming year.

Opposing Positions

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their incentive to sign a deal that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but preventing a total frontline collapse until situations evolve in its advantage.

Present Conditions

Factually, there are no genuine requirements for a armistice. Now, personal considerations are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unsuitable, so that their priority does not switch to homefront challenges. And although their objective will now be much harder after current events, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a mere seven days to eliminate the 28 points of the latest plan. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, latest revelations, all did their job.

While new proposals based on established approaches are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and reflect specific hesitation to change the course of events, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, primarily depend on sustained allied backing.
